Help GENDER???

Girl or Boy ?
Have been told both genders. Is it a swollen labia without the distinct 3 white lines or a scrotum? There is penis looking outline at the end of the labia/scrotum(at the end of the white line in the middle). The tech said that this shot would be the view like you were changing the babies diaper.

After just typing that I realized I was only going off the right side of the image where it looks like a potty shot at a typical NT scan... but you said 28 weeks so baby would not be that small now. Was this pic from 28wks or earlier?
