Is this a girl or is this a scrotum?

The tech said she couldn't get a good view because baby was moving and legs were crossed. Could this actually be scrotum and we're maybe not seeing a penis because of position? Or is it for sure a girl. Tech wouldn't say...14 weeks 3 daysAttachment 27020

I know right!! I was thinking it had to be a girl because we never saw a penis but now I'm not sure.
