I'd think quinoa since it's a complete protein already paired with carbs, not that brown rice would be bad either as long as a protein was eaten with it.
Either is fine, quinoa may be slightly more nutrient dense but both are acceptible.
The only thing to be aware of is that for some people, having too many starchy carbish side dishes may make you gain weight too fast. When swaying blue you may be better off limiting those somewhat and using fruit and veg to get carbs for your protein + carbs at meals. So instead of having meat + rice + vegetables + juice, you may want to skip the rice with that meal. :)
