You should be able to get a pH reading at any part of your cycle, not only at ovulation, it's just that only your pH around ovulation matters. Everyone's pH is very very low when they have no EWCM, because the natural pH of your vagina is very acidic as a defense against infection. Around ovulation, your cervix will open up to allow conception to take place, and your body starts to produce EWCM and your pH will go up quite a bit to help sperm to survive. So if you have a pH of 4.5 right after AF, that doesn't mean anything to your sway, because you're not going to conceive for 10 days by which point your pH will be a lot higher.
So you can take your pH whenever you like, it's jsut that it only counts at ovulation.
