I know day "5-8" or "5-10" is usually stated for the time frame for baseline ultrasound in pre-testing phase. Is there a day that is the best? Is day 9 too late?

I'm not Dr P but if you are talking about AFC, days 2-4 is what is normally done.

I am doing my bloodwork day 3 of my period. But I am asking about the baseline ultrasound.

The ultrasound to check on your folicle numbers Antra Follicle Count (AFC) is day 2-4 the ultrasound to check on your uterus is day 6-11. That is what dr Potter has ordered for me. Hope that Helps

For the pre-testing phase, the ideal day is day 3 but day 2-5 is acceptable. For patients that have PCOS and do not have regular cycles, the baseline could be any day!
