I measured four to six weeks behind for both my boys. They came out 8lbs 9 oz and 9 lbs 12oz, and my fluid levels were normal. If you're tall or carrying low, it can be normal to measure behind on fundal height. The ultrasound is more reliable so if that's normal don't worry.
