HGmama - I may have told you some of this already (if so sorry!) but when I had a HCG level of 25, I was still getting +HPTs and +OPKs (wondfo brand). 6 days after the blood draw that showed a level of 25, AF started. So I think in my case, the +OPKs were like Pbn said from the HCG hormone.
How far out are you from the D&C? Both my OB and my RE have told me that it's best to wait at least until your first AF returns before trying again. The RE said there is some evidence that getting pregnant again before you've had AF return can raise the risk of miscarriage. I know it's controversial and every doctor may have different views on how long you should wait. It can also cause issues, if you do get pregnant, in trying to date the pregnancy since it wont be a "normal", 28-ish day cycle with a clear CD1, etc.
I was very confused after the D&C about whether after my HCG dropped, if I would ovulate, have my LP, and then have AF start, or if AF would start as soon as the HCG hit zero (or close to it). In my case, I don't think I ovulated before AF started, since 6 days before it started I still had an HCG level of 25 and like Pbn said my body still thought it was pregnant. In my case I think the progesterone plummeted as soon as HCG got close to zero and that brought on AF. But I think each woman is different and it depends on what your body does I guess. I think what doctors will say is that you may ovulate before AF, or you may not, and they can't really predict either way. I actually do think I ovulated about 2 weeks after each of my first two miscarriages started, but those were natural m/cs at 5 weeks with WAY lower hormone levels.
If it were me (and sadly I've been here 3 times now), I would wait until AF starts before trying again. I think it's probably better for your body, it makes dating the pregnancy easier if you do get pregnant right away, etc. And again, it's very possible you wont even ovulate before you get AF. And for me I'm on my first full cycle after AF started and things still seem screwed up hormone-wise. I always ovulate around day 14 or 15 and I'm on day 19 right now and still not sure if I've ovulated, which is crazy weird for me as my cycles are so regular and experience has shown me that things bounce back very quickly for me after m/c's. But I think b/c I was further along this time, hormone levels were higher, and I had a D&C things are still kinda out of wack.
