Yes, you can still get pregnant with a late ovulation. And with midcycle spotting. But CD 16 ovulation isn't even considered late. It is totally normal to have minor fluctuations like that in your O day.

my period usually is 26-27 day long
today is my 28 day
I made pregnancy test (blood and urine)and it was negative
Does my last period which came early at CD19 make this cycle longer ?!

It may be that "period" wasn't an actual period and was bleeding in the middle of the cycle. That could mean you may not even have ovulated yet. Or, it could be that was a period and then you ovulated later this month and will have a longer cycle. I can't say from here.

In most cases if your ovulation is late, your period will come late, and if your period is late, you will have ovulated later than you think.
